Mais la mobilit\u00e9 du personnel ou l'acc\u00e8s aux formations ult\u00e9rieures sont souvent entrav\u00e9s par les obstacles formels que pose la reconnaissance des dipl\u00f4mes et des certitificats de capacit\u00e9.</p><p>Il est urgent de clarifier la situation. L'harmonisation des formations et l'\u00e9laboration d'une r\u00e9glementation tranparente en mati\u00e8re de comp\u00e9tences permettraient de mettre \u00e0 profit les synergies, d'augmenter l'efficacit\u00e9, d'\u00e9tablir d'urgence une n\u00e9cessaire coordination et - ce n'est pas le moindre\u00a0! - d'utiliser de fa\u00e7on plus rationnelle les moyens \u00e0 disposition.</p><p>La s\u00e9paration des comp\u00e9tences qui est op\u00e9r\u00e9e actuellement a des origines purement historiques.
