Sans cet instrument, une agriculture productive en r\u00e9gion de montagne ne serait gu\u00e8re possible. Il reste que ces contributions sont limit\u00e9es \u00e0 15 UGB par exploitation. Lorsque cet instrument efficace a \u00e9t\u00e9 institu\u00e9, la limite avait \u00e9t\u00e9 fix\u00e9e \u00e0 10 UGB. Pour tenir compte de la diminution du nombre d'exploitations et de l'accroissement simultan\u00e9 du nombre de t\u00eates de b\u00e9tail, la limite a \u00e9t\u00e9 relev\u00e9e \u00e0 12, puis \u00e0 15. Vu les profonds changements survenus ces derni\u00e8res ann\u00e9es et qui ne sont de loin pas termin\u00e9s, un nouveau rehaussement de la limite donnant droit aux contributions nous para\u00eet n\u00e9cessaire et justifi\u00e9.</p><p>En r\u00e9gion de montagne comme ailleurs, les exploitations familiales sont devenues plus grandes par suite de la r\u00e9forme de l'agriculture, de sorte qu'une adaptation de la limite donnant droit aux contributions devient indispensable. Toutefois, un rehaussement de la limite ne doit pas conduire \u00e0 une augmentation des montants vers\u00e9s. La r\u00e9partition doit favoriser les exploitations paysannes productives, qui se sont profond\u00e9ment transform\u00e9es ces derni\u00e8res ann\u00e9es.
