Le trafic \u00e0 l'int\u00e9rieur des agglom\u00e9rations est celui qui touche la plus grande partie de la population\u00a0: ceux qui y vivent et ceux qui y viennent. Le Conseil f\u00e9d\u00e9ral a admis en 1992 d\u00e9j\u00e0 le principe d'une participation de la Conf\u00e9d\u00e9ration \u00e0 hauteur de 40\u00a0% des investissements d'infrastructures de transports publics, y compris les compl\u00e9ments routiers optimalisant le syst\u00e8me, financ\u00e9e par une part sur les droits de douane sur les carburants. Mais au nom de l'assainissement des finances f\u00e9d\u00e9rales, le principe fut renvoy\u00e9 \u00e0 des temps meilleurs. L'Office f\u00e9d\u00e9ral des transports parle maintenant de 2005 dans le cadre du message sur la 2e \u00e9tape de \"Rail 2000\". Or, les besoins sont de plus en plus urgents.</p><p>2. L'augmentation des taxes sur les carburants, d\u00e9coulant de l'\u00e9volution r\u00e9cente du prix du p\u00e9trole est subie par l'ensemble de la population. Celle-ci, dans un premier temps, a admis sans protestation la fermet\u00e9 du Conseil f\u00e9d\u00e9ral qui ne veut pas r\u00e9duire les taxes. Cependant, tr\u00e8s vite, le gouvernement devra trouver \"un retour des taxes\" au profit du plus grand nombre. 70\u00a0% de la population du pays vit dans les agglom\u00e9rations et le 30\u00a0% restant y vient obligatoirement \u00e0 intervalles plus ou moins r\u00e9guliers.
