Proc\u00e9dure d'autorisation","Description":null,"InitialSituation":null,"Proceedings":null,"DraftText":null,"SubmittedText":"<p>Conform\u00e9ment \u00e0 l'art.\u00a0160, al.\u00a01, de la Constitution et \u00e0 l'article 107 de la loi sur le Parlement, je d\u00e9pose l'initiative parlementaire suivante\u00a0:</p><p>La loi f\u00e9d\u00e9rale sur l'assurance-maladie (LAMal) sera compl\u00e9t\u00e9e par une disposition soumettant \u00e0 autorisation la mise en service d'\u00e9quipements m\u00e9dico-techniques particuli\u00e8rement co\u00fbteux.</p>","ReasonText":"<p>La surabondance, g\u00e9n\u00e9ratrice de co\u00fbts suppl\u00e9mentaires, de l'offre d'\u00e9quipements m\u00e9dico-techniques de pointe a incit\u00e9 les cantons du Tessin et de Neuch\u00e2tel \u00e0 soumettre \u00e0 autorisation la mise en service de ces \u00e9quipements particuli\u00e8rement co\u00fbteux, dans le secteur public comme dans le secteur priv\u00e9, afin de freiner l'augmentation des co\u00fbts de la sant\u00e9 tout en garantissant une m\u00e9decine de qualit\u00e9 pour tous.</p><p>Dans son rapport du 6 mai 2004, la commission sp\u00e9ciale de la sant\u00e9 publique du Grand Conseil tessinois note que cette mesure, en favorisant la concertation et en d\u00e9finissant un cadre, a permis d'\u00e9viter que les secteurs public et priv\u00e9 se dotent inutilement d'\u00e9quipements m\u00e9dico-techniques de pointe ou particuli\u00e8rement co\u00fbteux. Elle a \u00e9galement permis, indirectement, de satisfaire \u00e0 l'exigence de coordination avec la planification hospitali\u00e8re cantonale pr\u00e9vue par la LAMal, notamment en ce qui concerne les mandats de prestations.
