En revanche, il conviendrait de d\u00e9velopper un tel instrument pour inciter les m\u00e9decins g\u00e9n\u00e9ralistes \u00e0 adh\u00e9rer \u00e0 ces r\u00e9seaux et \u00e0 accepter de travailler comme m\u00e9decins de premier recours.</p>","DocumentationText":null,"MotionText":null,"FederalCouncilResponseText":"<p>Le probl\u00e8me soulev\u00e9 dans la motion est \u00e9troitement li\u00e9 \u00e0 des questions fondamentales concernant le syst\u00e8me de pilotage, l'organisation et l'admission des fournisseurs de prestations. \u00c0 ce sujet, le Conseil f\u00e9d\u00e9ral a d\u00e9j\u00e0 adopt\u00e9 deux messages \u00e0 l'intention du Parlement\u00a0: le message 04.032 du 26 mai 2004 relatif \u00e0 la libert\u00e9 de contracter et le message 04.062 du 15 septembre 2004 relatif au managed care. Les deux projets \u00e9tant actuellement trait\u00e9s par les Chambres f\u00e9d\u00e9rales, la demande formul\u00e9e dans la motion peut donc \u00eatre abord\u00e9e dans leurs d\u00e9bats.
