L'obligation de payer la redevance s'applique aux appareils con\u00e7us sp\u00e9cifiquement pour la r\u00e9ception de tels programmes. En particulier, les appareils multifonctionnels (par ex. pour la r\u00e9ception par l'Internet ou par t\u00e9l\u00e9phone portable) ne fondent pas une obligation de payer la redevance.</p>","ReasonText":"<p>La d\u00e9cision de l'Office f\u00e9d\u00e9ral de la communication de soumettre \u00e0 l'obligation de payer la redevance, \u00e0 partir du 1er septembre 2009, la r\u00e9ception de programmes radio et t\u00e9l\u00e9vision au moyen d'Internet ou d'un t\u00e9l\u00e9phone portable n'est pas satisfaisante\u00a0: le montant des redevances augmente et le cercle des appareils soumis \u00e0 ces redevances est constamment \u00e9largi. Or, le fait que l'\u00c9tat subventionne, voire finance des stations de radio et de t\u00e9l\u00e9vision au moyen du produit de pr\u00e9l\u00e8vements obligatoires est tout \u00e0 fait contraire \u00e0 la d\u00e9mocratie et \u00e0 la libert\u00e9 des m\u00e9dias.</p><p>L'obligation de payer la redevance pour la r\u00e9ception au moyen d'Internet ou d'un t\u00e9l\u00e9phone portable ne peut pas \u00eatre justifi\u00e9e par le simple concept d'\u00e9galit\u00e9 de traitement\u00a0: un r\u00e9cepteur de radio ou de t\u00e9l\u00e9vision est achet\u00e9 dans le but de recevoir de tels programmes, contrairement \u00e0 un ordinateur ou \u00e0 un t\u00e9l\u00e9phone portable.
