Lev\u00e9e du chargement pour frais sur les assurances compl\u00e9mentaires","Description":null,"InitialSituation":null,"Proceedings":null,"DraftText":null,"SubmittedText":"<p>Conform\u00e9ment \u00e0 l'art.\u00a0160, al.\u00a01, de la Constitution et \u00e0 l'article 107 de la loi sur le Parlement, je d\u00e9pose l'initiative parlementaire suivante\u00a0:</p><p>La l\u00e9gislation sera modifi\u00e9e de sorte que les assur\u00e9s qui ont conclu leur couverture de base selon la LAMal et leur couverture compl\u00e9mentaire aupr\u00e8s de deux assureurs distincts ne soient pas p\u00e9nalis\u00e9s de ce fait par un chargement pour frais.</p>","ReasonText":"<p>D'apr\u00e8s une directive datant de 2001 et toujours en vigueur, l'Office f\u00e9d\u00e9ral des assurances priv\u00e9es autorise les assureurs \u00e0 facturer un chargement pour frais d'au maximum 50\u00a0% du volume de la prime brute aux assur\u00e9s qui ont conclu leur couverture de base selon la LAMal et leurs assurances compl\u00e9mentaires aupr\u00e8s de deux assureurs diff\u00e9rents. Cette pratique, qui se retrouve dans les faits chez un petit nombre d'assureurs, sert de barri\u00e8re effective dans les cas donn\u00e9s et de barri\u00e8re psychologique dans de nombreux autres cas\u00a0; en cons\u00e9quence, elle freine inutilement la concurrence entre les caisses-maladie voulue par le peuple suisse et par le Parlement. Cela vaut aussi bien pour l'\u00e9molument en soi que pour le fait m\u00eame que celui-ci puisse \u00eatre factur\u00e9.
