L'abaissement de la limite aux lettres de 50 grammes est \u00e0 soumettre au Parlement f\u00e9d\u00e9ral dans le cadre de la r\u00e9vision de la loi sur la Poste.</p>","ReasonText":null,"DocumentationText":null,"MotionText":null,"FederalCouncilResponseText":"<p>La d\u00e9cision du Conseil f\u00e9d\u00e9ral du 22 octobre 2008 se fonde sur l'art.\u00a03, al.\u00a03, de la loi sur la poste (LPO\u00a0; RS 783.0). En vertu de cette disposition, le Conseil f\u00e9d\u00e9ral peut, en tenant compte notamment des normes europ\u00e9ennes, r\u00e9duire la limite de poids pour les services r\u00e9serv\u00e9s, \u00e0 condition que le financement d'un service universel suffisant reste assur\u00e9.</p><p>Le Conseil f\u00e9d\u00e9ral a fait usage de cette comp\u00e9tence en prenant ladite d\u00e9cision. Il a notamment tenu compte du fait que, dans les pays qui nous entourent, la limite du monopole est fix\u00e9e \u00e0 50 grammes, \u00e0 moins que le monopole n'ait \u00e9t\u00e9 compl\u00e8tement aboli. Il a par ailleurs relev\u00e9, en se fondant sur l'\u00e9tude Plaut/Frontier de d\u00e9cembre 2007 (R\u00e9percussions de la lib\u00e9ralisation du march\u00e9 postal 2011), que le financement du service universel restera garanti \u00e0 long terme m\u00eame si la limite du monopole des lettres est fix\u00e9e \u00e0 50 grammes. Les conditions fix\u00e9es \u00e0 l'art.\u00a03, al.\u00a03, LPO sont donc remplies et ne s'opposent pas \u00e0 la d\u00e9cision d'abaisser la limite du monopole.</p><p>Par cette mesure, le Conseil f\u00e9d\u00e9ral tient aussi \u00e0 souligner sa volont\u00e9 de r\u00e9aliser l'objectif adopt\u00e9 le 1er mai 2006 d'une rapide ouverture du march\u00e9. </p><p>Le droit de regard du Parlement et des citoyens concernant les prochaines \u00e9tapes de l'ouverture du march\u00e9 sont garantis.
