Le Tessin serait donc un des cantons les plus \u00e9pargn\u00e9s par l'augmentation. Il n'en demeure pas moins que celle-ci est inacceptable pour notre canton. En effet, pendant la p\u00e9riode 2011 \u00e0 2012, les co\u00fbts de la sant\u00e9 ont baiss\u00e9 au Tessin, alors qu'ils sont rest\u00e9s stables dans le reste du pays (cf. monitoring OFSP, donn\u00e9es du 2e trimestre 2012). En outre, et c'est le plus important, la vieille question des r\u00e9serves cumul\u00e9es exc\u00e9dentaires n'est toujours pas r\u00e9solue\u00a0: elles s'\u00e9l\u00e8vent \u00e0 206, 2 millions de francs (chiffres 2010, cf. conf\u00e9rence de presse du canton sur les primes LAMal 2012) ; une \u00e9tude de l'ordre des m\u00e9decins du canton du Tessin, pr\u00e9sent\u00e9e le 5 septembre , les \u00e9valuent m\u00eame \u00e0 282 millions pour 2011 et 396 millions pour 2012. Parall\u00e8lement, le projet du Conseil f\u00e9d\u00e9ral de restitution partielle des primes pay\u00e9es en trop, jug\u00e9 insuffisant par le canton du Tessin, n'a pas trouv\u00e9 gr\u00e2ce aux yeux du Conseil des \u00c9tats, notamment en raison de la forte opposition des cantons qui devraient passer \u00e0 la caisse. La solution du probl\u00e8me est donc renvoy\u00e9e aux calendes grecques.</p><p>1. Comment le Conseil f\u00e9d\u00e9ral explique-t-il l'augmentation de 1,8\u00a0% des primes LAMal au Tessin, puisque les co\u00fbts de la sant\u00e9 ont baiss\u00e9 dans le canton alors m\u00eame que les r\u00e9serves n'ont pas cess\u00e9 d'augmenter\u00a0?</p><p>2.
