Lorsqu'un individu dangereux est condamn\u00e9 pour un crime de nature violente ou sexuelle, il y va pourtant de l'int\u00e9r\u00eat du pays entier, \u00e9tant donn\u00e9 que des carences dans l'ex\u00e9cution peuvent repr\u00e9senter une menace \u00e0 l'\u00e9chelle nationale. Divers exemples ont montr\u00e9 que des fautes ont \u00e9t\u00e9 commises lors de l'ex\u00e9cution d'une peine, avec des cons\u00e9quences parfois fatales. Il est donc judicieux de cr\u00e9er \u00e0 l'\u00e9chelon f\u00e9d\u00e9ral des principes applicables \u00e0 l'ex\u00e9cution de leur peine par les criminels dangereux condamn\u00e9s pour des actes de nature violente ou sexuelle, dans le but d'assurer la s\u00e9curit\u00e9 publique.</p>","DocumentationText":null,"MotionText":null,"FederalCouncilResponseText":"<p>En 2014 le Conseil f\u00e9d\u00e9ral soumettra un rapport en r\u00e9ponse au postulat Amherd 11.4072, \"Contr\u00f4le de l'ex\u00e9cution des peines et des mesures en Suisse\". Les exigences l\u00e9gales au niveau f\u00e9d\u00e9ral et cantonal, ainsi que les engagements d\u00e9coulant de conventions internationales seront pr\u00e9sent\u00e9s dans ce rapport. En outre, les mesures pr\u00e9vues et r\u00e9alis\u00e9es du c\u00f4t\u00e9 des cantons en vue de l'harmonisation seront pr\u00e9sent\u00e9es. Compte tenu des divers \u00e9v\u00e9nements exceptionnels survenus ces derni\u00e8res ann\u00e9es, la question concernant des dispositions l\u00e9gales suppl\u00e9mentaires au niveau f\u00e9d\u00e9ral sera trait\u00e9e de mani\u00e8re globale. La gestion du risque, les mesures stationnaires, l'internement, ainsi que les all\u00e8gements g\u00e9n\u00e9raux dans l'ex\u00e9cution p\u00e9nale y seront expos\u00e9s en particulier.</p><p>Il faut d'abord attendre le rapport et la mani\u00e8re de proc\u00e9der pourra ensuite \u00eatre analys\u00e9e \u00e0 la lumi\u00e8re des r\u00e9sultats.
