R\u00e9duire les nuisances","Description":null,"InitialSituation":null,"Proceedings":null,"DraftText":null,"SubmittedText":"<p>Le Conseil f\u00e9d\u00e9ral est charg\u00e9 de modifier la r\u00e9glementation figurant au chiffre 3 de l'annexe 11 de l'OETV du 19 juin 1955 (RS 741.41) afin de r\u00e9duire les nuisances sonores li\u00e9es \u00e0 l'utilisation d'avertisseurs \u00e0 deux tons par des v\u00e9hicules prioritaires, tout en maintenant l'objectif de s\u00e9curit\u00e9.</p>","ReasonText":"<p>L'annexe 11 de l'OETV fixe les donn\u00e9es techniques s'imposant aux avertisseurs acoustiques des v\u00e9hicules prioritaires indiqu\u00e9s \u00e0 l'article 82 de cette ordonnance.</p><p>La puissance est ainsi fix\u00e9e \u00e0 111 decibel au minimum et \u00e0 124 decibel au maximum \u00e0 une distance de 3,5 m\u00e8tres, avec une fr\u00e9quence de 306 Herz \u00e0 630 Herz, soit entre le mi et le fa di\u00e8se.</p><p>La Convention de Vienne sur la circulation routi\u00e8re du 8 novembre 1968 n'instaure pas de r\u00e8gles uniformes en ce domaine au niveau europ\u00e9en, et les \u00c9tats restent libres de l\u00e9gif\u00e9rer de mani\u00e8re ind\u00e9pendante.</p><p>Les nuisances sonores li\u00e9es aux v\u00e9hicules prioritaires sont toujours plus importantes en zone urbaine, et plus particuli\u00e8rement \u00e0 proximit\u00e9 des h\u00f4pitaux. \u00c0 l'heure o\u00f9 le Parlement l\u00e9gif\u00e8re en mati\u00e8re de nuisances sonores li\u00e9es \u00e0 la circulation des trains, cette probl\u00e9matique ne peut \u00eatre ignor\u00e9e, ce d'autant que toute personne voyageant en Europe constate des diff\u00e9rences significatives en ce domaine, que ce soit objectivement en ce qui concerne le niveau sonore, ou subjectivement en ce qui concerne les tonalit\u00e9s adopt\u00e9es.</p><p>Tout en conservant le niveau de s\u00e9curit\u00e9 requis, il s'impose d\u00e8s lors de rechercher le moyen de r\u00e9duire les nuisances sonores li\u00e9es \u00e0 l'utilisation de v\u00e9hicules prioritaires, par une comparaison internationale dans ce domaine, le cas \u00e9ch\u00e9ant en fixant des valeurs limites inf\u00e9rieures de nuit, comme l'a fait la France par exemple.</p>","DocumentationText":null,"MotionText":null,"FederalCouncilResponseText":"Le Conseil f\u00e9d\u00e9ral propose d'accepter la motion.","FederalCouncilProposal":19,"FederalCouncilProposalText":"Le Conseil f\u00e9d\u00e9ral propose d'accepter la motion.","FederalCouncilProposalDate":"\/Date(1377648000000)\/","SubmittedBy":"Poggia Mauro","BusinessStatus":229,"BusinessStatusText":"Liquid\u00e9","BusinessStatusDate":"\/Date(1434672000000)\/","ResponsibleDepartment":9,"ResponsibleDepartmentName":"D\u00e9partement  de l'environnement, des transports, de l'\u00e9nergie et de la communication","ResponsibleDepartmentAbbreviation":"DETEC","IsLeadingDepartment":true,"Tags":"48","Category":null,"Modified":"\/Date(1715865092550)\/","SubmissionDate":"\/Date(1371772800000)\/","SubmissionCouncil":1,"SubmissionCouncilName":"Conseil national","SubmissionCouncilAbbreviation":"CN","SubmissionSession":4909,"SubmissionLegislativePeriod":49,"FirstCouncil1":1,"FirstCouncil1Name":"Conseil national","FirstCouncil1Abbreviation":"CN","FirstCouncil2":null,"FirstCouncil2Name":null,"FirstCouncil2Abbreviation":null,"TagNames":"Transports"}}
