Ces crit\u00e8res tiendront compte des \u00e9l\u00e9ments suivants\u00a0:</p><p>1. qualit\u00e9 des prestations offertes conform\u00e9ment \u00e0 des standards, sur la base d'un rapport annuel sur la qualit\u00e9,</p><p>2. quorum de patients,</p><p>3. dignit\u00e9 des conditions de travail,</p><p>4. nombre de places de formation,</p><p>5. respect de la clause du besoin pour l'achat et l'installation d'\u00e9quipements m\u00e9dicaux co\u00fbteux.</p>","ReasonText":"<p>Le nouveau financement hospitalier stimule la concurrence et incite les h\u00f4pitaux \u00e0 se lancer dans une course aux \u00e9quipements de pointe afin d'\u00eatre les plus performants. Les cantons sont donc pris entre leur objectif de comp\u00e9titivit\u00e9 et leur obligation de servir l'int\u00e9r\u00eat g\u00e9n\u00e9ral. Cette tendance g\u00e9n\u00e8re des co\u00fbts qui se r\u00e9percutent sur les primes de l'assurance-maladie. L'art.\u00a039, al.\u00a02ter, LAMal pr\u00e9voit que le Conseil f\u00e9d\u00e9ral \u00e9dicte des crit\u00e8res de planification uniformes en prenant en consid\u00e9ration la qualit\u00e9 et le caract\u00e8re \u00e9conomique. Ces crit\u00e8res ne suffisent plus, notamment parce que la qualit\u00e9 et l'\u00e9conomicit\u00e9 sont jug\u00e9es tr\u00e8s diff\u00e9remment d'un canton \u00e0 l'autre, selon le type d'offres et le nombre de structures priv\u00e9es existant dans le canton.
