La Constitution est modifi\u00e9e comme suit\u00a0:</p><p>Art. 139 Cst.</p><p>...</p><p>Al. 6</p><p>Lorsqu'une initiative populaire pr\u00e9voit explicitement, en les mentionnant nomm\u00e9ment, la d\u00e9nonciation d'un ou de plusieurs trait\u00e9s internationaux d\u00e9non\u00e7ables, elle ne prend effet qu'apr\u00e8s la d\u00e9nonciation des trait\u00e9s concern\u00e9s.</p><p>Al. 7</p><p>Les initiatives populaires qui sont contraires au droit international mais qui ne pr\u00e9voient pas explicitement la d\u00e9nonciation de trait\u00e9s d\u00e9non\u00e7ables conform\u00e9ment \u00e0 l'alin\u00e9a 6 sont mises en oeuvre dans une loi et de mani\u00e8re conforme au droit international.</p>","ReasonText":"<p>Le Conseil f\u00e9d\u00e9ral, le Parlement et le souverain sont de plus en plus fr\u00e9quemment appel\u00e9s \u00e0 examiner des projets et des initiatives populaires qui, soit parce qu'ils ont \u00e9t\u00e9 formul\u00e9s \u00e0 dessein de la sorte, soit parce qu'ils comportent des impr\u00e9cisions de nature r\u00e9dactionnelle, cr\u00e9ent la confusion quant \u00e0 la relation entre le droit interne et le droit international. Cette situation n'est gu\u00e8re satisfaisante pour le souverain et pour notre d\u00e9mocratie directe en particulier. Ainsi, avant plusieurs votations, il n'a pas \u00e9t\u00e9 possible d'\u00e9tablir clairement quels effets aurait l'acceptation de modifications constitutionnelles sur le rapport de la Suisse avec le droit international.
