Cette loi permet au Conseil f\u00e9d\u00e9ral de n\u00e9gocier les modalit\u00e9s de la restitution avec l'\u00c9tat spoli\u00e9 ou, \u00e0 d\u00e9faut d'accord avec cet \u00c9tat, de fixer les modalit\u00e9s de la restitution.
