L'art. 1, al. 2bis, de la loi COVID-19 pr\u00e9voit ainsi express\u00e9ment que le Conseil f\u00e9d\u00e9ral doit se fonder sur les principes d'efficacit\u00e9 et de proportionnalit\u00e9. L'examen de la proportionnalit\u00e9 a donc une grande importance.
