Quels ont \u00e9t\u00e9 les r\u00e9sultats de ceux-ci\u00a0?</p><p>Le Conseil f\u00e9d\u00e9ral est pri\u00e9 de publier les donn\u00e9es annuelles compl\u00e8tes suivantes\u00a0:</p><p>- nombre de rapatriements de 2012 \u00e0 aujourd'hui,</p><p>- nombre de personnes \u00e0 rapatrier qui ont \u00e9t\u00e9 jug\u00e9es inaptes au transport de 2012 \u00e0 aujourd'hui.</p><p>Il publiera en outre les \u00e9valuations et les conclusions des contr\u00f4les de JDMT Medical Services SA.</p>","ReasonText":null,"DocumentationText":null,"MotionText":null,"FederalCouncilResponseText":"<p>Les rapatriements d'\u00e9trangers par voie a\u00e9rienne, terrestre ou maritime ne doivent pas mettre en danger la sant\u00e9 des personnes concern\u00e9es. Le SEM, en collaboration avec le prestataire de services Oseara SA, est charg\u00e9 de veiller au respect des exigences en la mati\u00e8re. La Commission nationale de pr\u00e9vention de la torture n'a eu aucune r\u00e9clamation \u00e0 formuler concernant l'accompagnement m\u00e9dical lors des rapatriements organis\u00e9s ces cinq derni\u00e8res ann\u00e9es.</p><p>Lors du contr\u00f4le des prestations m\u00e9dicales, JDMT Medical Services SA constate notamment que les dossiers m\u00e9dicaux incomplets constituent, sur le plan pratique, le principal probl\u00e8me - qui pourrait s'expliquer, en partie, par le manque de connaissances des m\u00e9decins traitants en m\u00e9decine a\u00e9ronautique. En 2019, 2020 et 2021, ce sont respectivement plus de 12\u00a0% (184 personnes), 19\u00a0% (210 personnes) et plus de 14\u00a0% (208 personnes) des cas m\u00e9dicaux qui n'ont pas pu \u00eatre \u00e9valu\u00e9s par Oseara SA du fait que les dossiers m\u00e9dicaux des int\u00e9ress\u00e9s \u00e9taient incomplets et ont donc \u00e9t\u00e9 rejet\u00e9s. C'est pourquoi le SEM a mis en place de nouveaux outils \u00e0 l'intention des cantons et r\u00e9examine actuellement les processus \u00e0 suivre, en collaboration avec les cantons et les organisations de m\u00e9decins. JDMT Medical Services SA estime en outre que les conditions g\u00e9n\u00e9rales pr\u00e9vues par l'appel d'offres pour les prestations m\u00e9dicales en 2016 ne d\u00e9finissent pas suffisamment les processus et les exigences propres \u00e0 ce domaine.
