L\u2019objectif est de mettre \u00e0 disposition 15 \u00e0 20 voies tampons au nord et 6 \u00e0 10 voies tampons au sud et, le cas \u00e9ch\u00e9ant, de r\u00e9gler le financement des transformations qui seront n\u00e9cessaires. Ces mesures doivent contribuer \u00e0 stabiliser rapidement le transport ferroviaire de marchandises, en particulier le transport combin\u00e9, sur l\u2019axe nord-sud \u00e0 travers la Suisse, notamment dans les p\u00e9riodes o\u00f9 les sillons disponibles sont nettement moins nombreux en raison de chantiers.</span></p><p>&nbsp;</p><p><span style=\"color:black;\">Une minorit\u00e9 de la commission (Giezendanner, Imark, Quadri, Rutz Gregor, Schnyder, Wandfluh) propose de rejeter la motion.</span></p>","ReasonText":"<p>En raison de l\u2019instabilit\u00e9 actuelle du trafic, notamment en Allemagne, les suppressions de trains sont plus fr\u00e9quentes (actuellement 10 \u00e0 15&nbsp;% des trains, contre environ 5&nbsp;% jusqu\u2019en 2017). Des perturbations dans le corridor de la NLFA entra\u00eenent des blocages des terminaux de transbordement, ce qui emp\u00eache la r\u00e9ception et l\u2019exp\u00e9dition d\u2019autres envois, au niveau tant national qu\u2019international. La possibilit\u00e9 de garer temporairement les trains bloqu\u00e9s sur des voies tampons (700&nbsp;m) jusqu\u2019\u00e0 ce que la perturbation soit \u00e9limin\u00e9e et qu\u2019une poursuite s\u00fbre de la circulation sur les r\u00e9seaux en aval puisse \u00eatre garantie permettrait d\u2019\u00e9viter de tels retards. Il convient d\u2019envisager l\u2019adaptation des installations concern\u00e9es, ainsi que leur financement, notamment sur les sites ci-apr\u00e8s. Nord&nbsp;: environ 15 \u00e0 20&nbsp;voies tampons (Offenburg, B\u00e2le, Dottikon), par exemple sur les sites de B\u00e2le (5 \u00e0 7&nbsp;voies), Dottikon (12&nbsp;voies, sp\u00e9cialement con\u00e7ues pour le corridor de transport combin\u00e9) et Offenburg (nombre \u00e0 clarifier par DB InfraGO).
