Les proc\u00e9dures qu\u2019elle engage pour faire appliquer le droit (enforcement) rel\u00e8vent cependant du droit de proc\u00e9dure administrative. L\u2019obligation de collaborer pr\u00e9vue dans le droit de proc\u00e9dure administrative se heurte d\u00e8s lors au droit de ne pas s\u2019auto-incriminer (principe du nemo tenetur) garanti par le droit p\u00e9nal.
