Elle fixe le montant maximal des moyens affect\u00e9s aux mesures d\u2019encouragement. </span></p><p style=\"margin-top:0pt; margin-bottom:0pt; line-height:150%; widows:0; orphans:0; font-size:11pt\"><span style=\"font-family:Arial; -aw-import:ignore\">&#xa0;</span></p><p style=\"margin-top:0pt; margin-bottom:0pt; line-height:150%; widows:0; orphans:0; font-size:11pt\"><span style=\"font-family:Arial\">Le Conseil f\u00e9d\u00e9ral partage l\u2019avis de l\u2019auteure de l\u2019interpellation selon lequel il ne s\u2019agit pas d\u2019une v\u00e9ritable \u00ab</span><span style=\"font-family:Arial\">&#xa0;</span><span style=\"font-family:Arial\">disposition potestative</span><span style=\"font-family:Arial\">&#xa0;</span><span style=\"font-family:Arial\">\u00bb. La formulation rev\u00eat n\u00e9anmoins le m\u00eame caract\u00e8re. Si l\u2019on entend abandonner \u00e0 l\u2019avenir toute utilisation des recettes en faveur du transport ferroviaire transfrontalier de voyageurs, il faut modifier la loi. Le Conseil f\u00e9d\u00e9ral a indiqu\u00e9 dans ses d\u00e9cisions du 20</span><span style=\"font-family:Arial\">&#xa0;</span><span style=\"font-family:Arial\">septembre 2024 qu\u2019il avait l\u2019intention de renoncer \u00e0 l\u2019avenir \u00e0 l\u2019encouragement du transport ferroviaire transfrontalier de voyageurs. Les d\u00e9cisions qu\u2019il a prises ne suppriment toutefois pas cette mesure d\u2019encouragement. Il y aura d\u2019abord une proc\u00e9dure de consultation, puis le Conseil f\u00e9d\u00e9ral d\u00e9cidera, en fonction des avis re\u00e7us, quelles seront les mesures qu\u2019il retiendra dans le message concernant le r\u00e9examen des t\u00e2ches et des subventions. C\u2019est au Parlement qu\u2019il reviendra de trancher d\u00e9finitivement quant \u00e0 la mise en \u0153uvre des mesures propos\u00e9es (probablement fin</span><span style=\"font-family:Arial\">&#xa0;</span><span style=\"font-family:Arial\">2025 ou d\u00e9but</span><span style=\"font-family:Arial\">&#xa0;</span><span style=\"font-family:Arial\">2026). </span></p><p style=\"margin-top:0pt; margin-bottom:0pt; line-height:150%; widows:0; orphans:0; font-size:11pt\"><span style=\"font-family:Arial; -aw-import:ignore\">&#xa0;</span></p><p style=\"margin-top:0pt; margin-bottom:0pt; line-height:150%; widows:0; orphans:0; font-size:11pt\"><span style=\"font-family:Arial\">Parall\u00e8lement, le Conseil f\u00e9d\u00e9ral a d\u00e9cid\u00e9 de ne pas solliciter pour l\u2019instant le cr\u00e9dit budg\u00e9taire pour</span><span style=\"font-family:Arial\">&#xa0;</span><span style=\"font-family:Arial\">2025 et le cr\u00e9dit d\u2019engagement correspondant. Compte tenu de la suppression envisag\u00e9e de la disposition relative aux mesures d\u2019encouragement, il estime qu\u2019il n\u2019est pas opportun de verser de nouvelles contributions pour une ou deux ann\u00e9es seulement et de les supprimer ensuite.
