Il reste ainsi des goulets d\u2019\u00e9tranglement dans le r\u00e9seau suisse des routes nationales. Une solution pour les \u00e9liminer serait la r\u00e9affectation de la bande d\u2019arr\u00eat d\u2019urgence (R-BAU), comme celle r\u00e9alis\u00e9e en Romandie et \u00e0 Berne-Est. Par rapport aux \u00e9tapes d\u2019am\u00e9nagement r\u00e9glementaires, la R-BAU a l\u2019avantage d\u2019\u00e9liminer les goulets d\u2019\u00e9tranglement \u00e0 un co\u00fbt nettement moindre, sans grands travaux et pratiquement sans utiliser de place suppl\u00e9mentaire. Dans la pratique, on voit aussi que, lors de l\u2019am\u00e9nagement complet des voies sur les autoroutes, les proc\u00e9dures ordinaires d\u2019approbation des plans sont utilis\u00e9es par des associations pour formuler des exigences disproportionn\u00e9es dans le seul but de bloquer l\u2019am\u00e9nagement pendant des d\u00e9cennies. Les mesures de construction n\u00e9cessaires pour effectuer une R-BAU sont nettement moindres qu\u2019en cas d\u2019am\u00e9nagement complet d\u2019un tron\u00e7on autoroutier et ne changent pas consid\u00e9rablement la situation en mati\u00e8re de place ni le caract\u00e8re du tron\u00e7on existant. Il serait par cons\u00e9quent indiqu\u00e9, en pareil cas, de pouvoir appliquer uniquement la proc\u00e9dure simplifi\u00e9e d\u2019approbation des plans.
