Par cons\u00e9quent, une plainte contre la Suisse ne peut pas \u00eatre exclue. Selon le droit de la responsabilit\u00e9 des \u00e9tats, pour qu\u2019il y ait aide ou assistance dans des violations du droit international, il serait n\u00e9cessaire que l\u2019acte en question ait \u00e9t\u00e9 commis dans l\u2019intention de contribuer \u00e0 une telle violation. Le droit international humanitaire n\u2019impose aucune obligation de contribution financi\u00e8re \u00e0 une organisation sp\u00e9cifique pour r\u00e9pondre \u00e0 une situation d\u2019urgence humanitaire.
