Supprimer les doublons","Description":null,"InitialSituation":null,"Proceedings":null,"DraftText":null,"SubmittedText":"<p>Le Conseil f\u00e9d\u00e9ral est charg\u00e9 de modifier l\u2019ordonnance du 14&nbsp;novembre 2007 sur le vin (RS&nbsp;916.140) et les dispositions correspondantes de la loi du 29&nbsp;avril 1998 sur l\u2019agriculture (RS&nbsp;910.1, art.&nbsp;60 \u00e0 64) de mani\u00e8re \u00e0 exempter les importateurs de vin du contr\u00f4le de la fondation Contr\u00f4le suisse du commerce des vins (CSCV) et \u00e0 int\u00e9grer totalement le contr\u00f4le des vins import\u00e9s dans le champ d\u2019application de la loi du 20&nbsp;juin 2014 sur les denr\u00e9es alimentaires (RS&nbsp;817.0) et dans les proc\u00e9dures de contr\u00f4le douanier et frontalier existantes.</p>","ReasonText":"<p>Les vins import\u00e9s sont d\u00e9j\u00e0 soumis \u00e0 plusieurs contr\u00f4les au passage de la fronti\u00e8re, de la part des autorit\u00e9s douani\u00e8res, des autorit\u00e9s cantonales de contr\u00f4le des denr\u00e9es alimentaires et, en vertu de l\u2019accord bilat\u00e9ral avec l\u2019UE sur les produits agricoles (annexe&nbsp;7), des autorit\u00e9s de certification du pays d\u2019origine.&nbsp;</p><p>&nbsp;</p><p>Les soumettre au contr\u00f4le suppl\u00e9mentaire du CSCV repr\u00e9sente une charge administrative et financi\u00e8re disproportionn\u00e9e pour les importateurs sans apporter de plus-value visible pour la protection des consommateurs.</p><p>&nbsp;</p><p>Le CSCV est une fondation de droit priv\u00e9 qui assume des t\u00e2ches de contr\u00f4le relevant de la souverainet\u00e9 de l\u2019\u00c9tat sans avoir directement de comptes \u00e0 rendre au peuple. Cette situation est contraire aux principes de la proportionnalit\u00e9 de l\u2019activit\u00e9 de l\u2019\u00c9tat et de la libert\u00e9 \u00e9conomique vis\u00e9s aux art.&nbsp;5 et&nbsp;27 de la Constitution, en l\u2019absence de raisons objectives justifiant un contr\u00f4le sp\u00e9cial.</p><p>&nbsp;</p><p>S\u2019agissant des importations de vin, de telles raisons n\u2019existent pas.
