Elle verse par ailleurs chaque ann\u00e9e \u00e0 l\u2019AVS plus de 200&nbsp;millions de francs d\u2019int\u00e9r\u00eats d\u00e9biteurs (dont le taux est de 2,1&nbsp;%). Le paiement de ces int\u00e9r\u00eats est l\u2019une des principales causes du d\u00e9ficit structurel de l\u2019AI et, selon le sc\u00e9nario moyen, cela n\u2019est pas pr\u00e8s de changer. La dette de l\u2019AI est en effet consid\u00e9rable et p\u00e8se aujourd\u2019hui 10,28&nbsp;milliards de francs.&nbsp;</p><p>Au vu des d\u00e9veloppements en cours, il est de plus en plus probable que l\u2019AI amorce une pente descendante et que son d\u00e9ficit structurel atteindra rapidement un montant compris entre 500&nbsp;millions et 800&nbsp;millions de francs. Selon un tel sc\u00e9nario, le fonds de compensation de l\u2019AI sera vide \u00e0 l\u2019horizon 2031 si aucune mesure n\u2019est prise pour l\u2019emp\u00eacher. C\u2019est \u00e0 ce moment-l\u00e0 au plus tard que la Conf\u00e9d\u00e9ration devra, conform\u00e9ment \u00e0 l\u2019art.&nbsp;111, al.&nbsp;2, de la Constitution, assumer ses responsabilit\u00e9s quant \u00e0 la garantie du versement des rentes et des autres prestations de l\u2019AI.&nbsp;</p><p>Vu le caract\u00e8re particuli\u00e8rement tendu de la situation, elle ne peut plus attendre&nbsp;: elle doit contribuer au plus vite \u00e0 la stabilisation financi\u00e8re de l\u2019AI, sous peine de devoir intervenir plus tard pour des montants nettement sup\u00e9rieurs.&nbsp;</p><p>La Conf\u00e9d\u00e9ration doit supporter les int\u00e9r\u00eats d\u00e9biteurs dus \u00e0 l\u2019AVS pour une p\u00e9riode d\u00e9termin\u00e9e, comme elle l\u2019a fait de 2011 \u00e0&nbsp;2017. Cette mesure a fait ses preuves. Alli\u00e9e aux recettes provenant de l\u2019augmentation temporaire de la TVA, elle a permis \u00e0 l\u2019AI de r\u00e9duire ses 14,94&nbsp;milliards de francs de dette de 4,66&nbsp;milliards.&nbsp;</p><p>Le taux d\u2019int\u00e9r\u00eat actuel, de 2,1&nbsp;%, est trop \u00e9lev\u00e9. Il faut l\u2019abaisser.
