Cette situation est particuli\u00e8rement probl\u00e9matique lorsqu\u2019une autorisation de s\u00e9jour doit \u00eatre refus\u00e9e \u00e0 des dipl\u00f4m\u00e9s dans des domaines o\u00f9 la p\u00e9nurie de personnel qualifi\u00e9 est av\u00e9r\u00e9e, en raison de l\u2019\u00e9puisement des contingents cantonaux. D\u2019autant plus que la Suisse investit entre 10&nbsp;000 et 54&nbsp;000&nbsp;francs par an et par \u00e9tudiant. Les personnes hautement qualifi\u00e9es et bien int\u00e9gr\u00e9es doivent pouvoir rester en Suisse. \u00c0 cette fin, leur acc\u00e8s doit \u00eatre facilit\u00e9 en imputant leur admission directement sur la r\u00e9serve f\u00e9d\u00e9rale, plut\u00f4t que sur les contingents cantonaux, lorsque ceux-ci sont \u00e9puis\u00e9s.
